Welcome to the first CCAM Knowledge Base newsletter under the umbrella of CCAMbassador, the new EC-funded CCAM Coordination & Support Action in charge of managing the Knowledge Base.

What better way to start than to highlight some of the most recent additions and updates to the Knowledge Base, aside from a selection of our latest news and upcoming events, to keep you informed on the latest developments in CCAM.

Are you planning to assess the impacts of CCAM? Or to fund an impact assessment activity? The European Common Evaluation Methodology for CCAM (EU-CEM) was published in May 2025.

With a strong focus on impact assessment, the EU-CEM Handbook shares lessons learned, highlights common pitfalls, and presents best practices compiled from a decade of CCAM evaluations. 

Do you have questions about applying the EU-CEM in your project? Is something in the handbook unclear? Are you facing specific methodological challenges where external support would be helpful? The CCAMbassador project provides dedicated support for EU-CEM users. We organize Methodology Clinics four times a year, starting in November 2025.

These are online sessions where topical methodological challenges can be discussed directly with evaluation experts. If your challenge requires privacy or the topic is not relevant for others, one-on-one support is also available via Helpdesk. Learn more about these support functions in the related section of the CCAM Knowledge Base.

The EU-CEM Handbook is designed to evolve over time, incorporating new insights, experiences, and feedback from the CCAM community. Do you have something to share? Watch the introduction to EU-CEM Handbook

The CCAM Test Data Space (TDS) is a demonstrator for showcasing the concept of federated data sharing, developed by the FAME project. The TDS will built on principles and guidelines from the CCAM Data Sharing Framework (DSF) 2.0. The principles will be applied and implemented using existing software components, the Eclipse Data Space Connector.

The demonstrator is implemented with a connector-as-a-service approach. This means that the connectors are located in a common environment, but the connection to its data is handled by respective data providers. The connectors take benefit from a web based dashboard where a data user can search for different data assets, publish own datasets (becoming a data provider), handle contracts for access, and monitor usage.

The CCAM Toolkit is a recent addition to the Knowledge Base, which aims to establish a common library of tools from European projects and initiatives to support CCAM planning, design and implementation.

Explore the CCAM Toolkit

A  workshop targeted at local and regional authorities as well as CCAM projects is organised on 8 October 2025, in Brussels, as part of the co-creation of the CCAM Urban Deployment Roadmap, developed by POLIS and the CCAM Partnership within the CCAMbassador project.

The roadmap focuses on how to deploy CCAM in urban and regional contexts, identifying priority use cases, realistic pathways, and the conditions needed for large-scale implementation. Recognising that cities and regions face different challenges and readiness levels, the roadmap will outline deployment profiles and tailored pathways, while supporting alignment across stakeholders.

The process aims to:

  • Capture urban needs and use cases
  • Identify barriers to deployment
  • Define enabling conditions and building blocks
  • Inform future policy and funding frameworks
