CCAMbassador releases new training materials dedicated to EU-CEM

The European Common Evaluation Methodology (EU-CEM) Handbook for Connected, Cooperative, and Automated Mobility (CCAM) provides a common vocabulary, as well as harmonised approaches and metrics, for high-quality impact assessment of automated mobility. The EU-CEM Handbook covers four levels of evaluation and 18 impact areas.

Originally released as part of the EU-Funded FAME project, and with future updates planned based on user feedback, the handbook provides guidelines and best practices for planning and conducting CCAM evaluations, particularly impact assessments.

EU-CEM can be applied in three types of activities:

  1. Ex-ante impact assessments, supporting preparation for CCAM deployment and uptake, as well as the identification of unintended outcomes that may require mitigation;
  2. Ex-post evaluations, assessing the impacts of already implemented CCAM systems; and
  3. The design and deployment of CCAM initiatives, with the aim of maximising societal benefits.

A new series of training materials tailored to different user needs has also been released, specifically addressing implementers and policymakers.

Evaluation Team Learning Path for EU-CEM

This section comprises four modules explaining how to integrate EU-CEM into activities and projects, from project preparation to the development of an evaluation plan. It also includes guidance on how evaluation and impact areas can address dimensions related to vehicles, users, transport systems, and society.

Policymaker Learning Path for EU-CEM

This module is designed to support institutions and policymakers in integrating impact assessments based on EU-CEM into their work, with a particular focus on strategic and societal relevance.

Featuring materials such as introductory videos, executive summaries, and a guided handbook tour, this learning path provides an ideal starting point for stakeholders interested in assessing the broader impacts of CCAM. A dedicated section also addresses wider cascading effects, including land use, the economy, liveability, quality of life, equity, and broader spatial and societal development.
