POLIS and Eurocities launch Charter on Automated Mobility in European Cities & Regions

Polis Network and Eurocities jointly launched a Charter addressing the impact of Automated Vehicles (AVs) on European mobility. According to the Charter, the goal is to champion the core strengths of the European Urban Mobility Model – characterised by its emphasis on clean transport, multimodality, strong public transport systems. As the Charter argues, AVs should reinforce these and other strengths rather than undermine them. In conjunction with the Just Transition Agenda, the deployment of AVs therefore creates the perfect conditions for improved services, better mobility, and wider inclusion.

To facilitate the achievement of these goals, the Charter, presented at the POLIS Leadership Summit: Zagreb on May 26th 2026, lists 10 principles for the scaling of Connected and Cooperative Automated Mobility (CCAM) in European Cities

  • The deployment of automated mobility in urban areas is guided by clear and coherent public policy objectives and direction.

  • Automated vehicles contribute to improving liveability, accessibility, and safety in urban areas.

  • Deployment prioritises solutions that complement and strengthen public transport.

  • CCAM services deliver clear societal and operational value and are supported by sustainable, well-regulated economic models.

  • Cities and regions play a leading role in shaping governance and regulatory frameworks in urban and peri-urban contexts.

  • AVs are fully integrated into existing physical and digital urban infrastructure.

  • Relevant operational data from service providers is accessible to public authorities.

  • Deployment builds on Europe’s strengths in integrated public transport systems, multimodal planning, and public governance.

  • Societal impacts are placed at the centre, recognising that automation affects workers, users, and communities across multiple sectors beyond mobility.

  • European and national legislation must establish clear regulatory frameworks for privately owned automated vehicles and robotaxi services and enable cities and regions to apply measures to manage their impacts.
