The European Commission presented its proposal for the new Multiannual Financial Framework (2028-2034)

On 16th July 2025 the European Commission presented its proposal for its ambitious Multiannual Financial Framework (“MFF”) 2028-2034. The proposal amounts to almost EUR 2 trillion (or 1.26% of the EU’s gross national income on average between 2028 and 2034), of which €700 billion are earmarked for green investments.

The proposal is characterised by a budget of €175 billion for its Research and Innovation framework programme, Horizon Europe, almost doubled from the previous budget.

Some relevant news include a substantial increase in research and innovation funding, simplification of processes, promotion of public-private partnerships, and overall collaboration and equity across regions and Member States, as well as a greater focus on military mobility.
