Introduction to guidelines
Chapter 3 of the EU-CEM provides guidelines for developing an evaluation plan in CCAM projects. When mutual understanding and agreement among the project team has been reached on the characteristics of the CCAM system to be evaluated, the iterative process for developing the plan begins. If new information on the CCAM system is acquired, the evaluation plan must be adjusted accordingly, leading to iterations.
The main elements of the evaluation plan are:
- Description of the CCAM system under evaluation
- Research questions
- Evaluation methods
- Data specification and tools
- Experimental design.
These elements are interconnected, making the evaluation inherently iterative. Adaptations are often needed for each of these elements based on feedback or requirements identified during the development of the others. This process continues until the evaluation plan is finalised. The figure describes these iterations.
