The present document defines the two lowest layers, physical layer and the data link layer, grouped into the access layer of the ITS station reference architecture ETSI EN 302 665 [i.4].

The present document defines the physical layer and the data link layer and radio resource configuration, grouped into the access layer of the ITS station reference architecture ETSI EN 302 665 [i.2]. The access layer technology that is specified in the present document refers to what is known as the sidelink or PC5 interface of LTE Vehicle to everything (LTE-V2X) for the following frequency bands:
• Operation in frequency band dedicated to ITS for safety related applications in the frequency range 5,875 GHz to 5,925 GHz.
• Operation in frequency bands dedicated to ITS non-safety applications in the frequency range 5,855 GHz to 5,875 GHz.

Radio transmissions in the ITS-G5A/B/D frequency bands (see ETSI EN 302 571 [i.5]) interfere with CEN DSRC using the TTT band (see EC Decision 2013/752/EC [i.12]) when equipment from both systems are close to each other.
This was shown in ECC Report 101 [i.1], ECC Report 228 [i.8], ETSI TR 102 960 [i.7] and ETSI TR 102 654 [i.6].
The present document specifies requirements to ensure coexistence between ITS stations using the frequency bands ITS-G5A/B/D and CEN DSRC using the TTT band. It is intended to be used as a basis for product development and for development of suitable testing procedures to prove conformance to regulations.

The present document specifies technical characteristics and methods of measurement for radio transmitters and receivers operating in the frequency range 5 855 MHz to 5 925 MHz. The spectrum usage conditions are set out in ECC Decision (08)01 [i.1] for the frequency range 5 875 MHz to 5 925 MHz (with 5 905 MHz to 5 925 MHz considered as a future ITS extension) and in ECC Recommendation (08)01 [i.2] for the frequency range 5 855 MHz to 5 875 MHz. The Commission Decision 2008/671/EC [i.3] mandates a harmonised use of the frequency band 5 875 MHz to 5 905 MHz dedicated to safety-related applications of ITS throughout the member states of the European Union. Table 1 outlines the 5 GHz ITS frequency band segmentation.
The present document covers the essential requirements of article 3.2 of Directive 2014/53/EU [i.4] under the conditions identified in annex A.
Interference mitigation techniques in the present document are provided to protect road tolling applications using CEN DSRC or HDR DSRC.

"The present document applies to corporate communications using radio transmitters and receivers for Intelligent Transport Systems (ITS). ITS communications may comprise vehicle-to-vehicle, vehicle-to-infrastructure and infrastructure-to-vehicle.
The equipment is comprised of a transmitter and associated encoder and modulator and/or a receiver and associated demodulator and decoder. The types of equipment covered by the present document are as follows:
• OnBoard Equipment (OBE equipment fitted with an integral or dedicated antenna(s), intended for use in vehicles, e.g. a road or a rail vehicle).
• Road Side Equipment (RSE equipment fitted with an antenna socket, integral or dedicated antenna(s), normally used as a fixed station); e.g. a road or rail infrastructure.
These networks operate over a short range with very wideband communications using a variety of directional medium and high gain antennas to enable a high degree of spectrum reuse, and may use a flexible bandwidth scheme under which they normally operate in a wideband mode, and periodically reduce their bandwidth (e.g. for antenna training and other activities).
The technical characteristics of these applications are described in TR 102 400 [i.1], where ITS applications in the 63 GHz to 64 GHz band is described. The present document is also in line with the results of the of the spectrum compatibility study in the CEPT ECC Report 113 [i.3].
The present document is intended to cover the provisions of Directive 1999/5/EC [i.9] (R&TTE Directive), article 3.2, which states that '….. radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference'.
In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive may apply to equipment within the scope of the present document.

The present document provides an overview of the relevant misbehaviour detection mechanisms suitable for C-ITS and provides comments on performance and applicability of different misbehaviour detection mechanisms. The present document provides also hints on potential minimum requirements for the security architecture and misbehaviour detection distribution mechanisms, i.e. misbehaviour reporting.

The present document specifies the secure data structure including header and certificate formats for Intelligent Transport Systems. In addition to supporting the use of explicit certificates, the present document includes the amendment for the use of implicit certificates. As such, the present document is backwards compatible for the sender of secure data structures, but implies the additional implementation of implicit certificates on receiver side in order to support interoperability.

The present document defines a repository of a set of data elements and data element sets, denoted as data frames, that are commonly used in the ITS applications and facilities layer messages. Each data element is defined with a set of attributes, enabling the identification of the data element in question in a number of perspectives, e.g. descriptive name, ASN.1 definition, data definition, minimum data granularity requirement, etc.
The present document focuses on the data elements being used by the Cooperative Awareness basic service as outlined in ETSI EN 302 637-2 [i.2] and by the Decentralized Environmental Notification basic service as outlined in ETSI EN 302 637-3 [i.3].
The present document does not specify the syntax and requirements of data elements in the specific context of any message. Such syntax and requirements are specified in the corresponding message standards such as ETSI EN 302 637-2 [i.2] and ETSI EN 302 637-3 [i.3].

The present document provides the specification of the ITS application Road Hazard Signalling (RHS) based on the cooperative awareness (CA) basic service [1] and the decentralized environmental notification (DEN) basic service [2].
This includes functional and operational requirements of the RHS application for other layers and entities of an ITS-Station on both the originating and the receiving sides.
For the originating side of the RHS application the operational conditions related to the hazard detection and the triggering of the DENM are specified. Furthermore values are defined for use case specific data elements of the DENM and for indication of a message priority to achieve the required timely transmission.
In addition the present document considers performance requirements for the generation and transmission of the CAM and DENM, which enable different levels of RHS, and also collision avoidance and collision mitigation applications.

The present document provides Intersection Collision Risk Warning Application requirements and specifies the necessary parameters and conditions to operate the application using CAM [1], DENM [2] and the intersection service messages [4]. It includes the specifications of functional requirements and operational requirements of the LCRW application.
