FAME is Releasing the Updated Version of the EU-Common Evaluation Methodology (EU-CEM) Handbook
As part of the European framework for testing on public roads developed by the EC-funded project FAME, the complete version of the European Common Evaluation Methodology (EU-CEM) for CCAM handbook will be released in May 2025.
This version of the EU-CEM handbook follows a previous draft version published in May 2024 and presented here. A dedicated webinar on 8 May 2025 will introduce the new handbook, its updates, and future developments.

EU-CEM provides guidance on how to establish and carry out successful CCAM evaluations, particularly impact assessments. EU-CEM will ensure high quality evaluations including direct and indirect impacts of CCAM on both users and non-users.
EU-CEM is focused on ensuring high quality evaluations of CCAM and to do so focuses on setting minimum requirements for evaluations, on emphasizing collaboration (lessons learned and best practices), as well as on promoting flexibility and agility in evaluation activities, along with their comparability and complementarity. During the webinar, key stakeholders involved in the development of the handbook will provide insights on EU-CEM, on project preparation, and on setting up an evaluation plan, including area specific guidelines. Thanks to the handbook, evaluations will more reliably provide input for decision making and policy making. EU-CEM will facilitate exchanges and communications on projects’ approaches and findings with the CCAM community and society at large.
