Strategies and Action Plans
This section provides a curated list of roadmaps, strategic plans, and related reports on the future development of Connected and Automated Mobility. These documents are produced (either individually or collaboratively) by European institutions, Member States, industry stakeholders, and their representative networks and associations.
List of Strategies and Action Plans
Connected, Cooperative and Automated Mobility (CCAM) is a key enabler of safer, more efficient and sustainable transport, driving innovation in mobility systems, digital infrastructure and vehicle automation. Given the rapid evolution of CCAM, understanding international developments is essential for assessing Europe’s position in this highly competitive, technology-driven field.
Comparing national approaches to automated driving, connected mobility, digital and physical infrastructure, R&D priorities, building blocks and regulatory frameworks helps identify technological strengths, deployment gaps and emerging best practices. Such analysis also provides insights into how different countries move from testing and pilots towards deployment, scale-up and market uptake of CCAM solutions. In this context, international comparison supports evidence-based policy and R&I decisions, helps anticipate global trends, and strengthens Europe’s ability to shape a safe, interoperable and competitive CCAM ecosystem.
Having established the importance of international benchmarking, CCAMbassador has prepared an overview of the CCAM R&I landscape in seven countries: China, South Korea, Japan, the United Arab Emirates, the USA, the United Kingdom and the European Union. It provides insights into key domestic stakeholders, national strategy documents, current research priorities, and details on relative fleet sizes and building blocks. Both the national stakeholders and all the documents are linked to the relevant websites for further research.
In the coming months, analyses of additional countries – Canada, Australia, Singapore, Switzerland and Norway – will follow. The factsheets are intended as living documents that will be regularly updated. - Targeted audience
This section is intended to support a wide range of stakeholders involved in the planning, implementation, and evaluation of CCAM-related initiatives. It provides valuable resources to help align activities with broader strategic goals at the EU and national levels:
- Researchers from CCAM and beyond (e.g., academic and research institutes), to prepare their proposals and align their research based on the common EU and local strategies and action plans on CCAM.
- CCAM related industry representatives (e.g., OEMs, Tier 1-2 providers, technology companies, telecom providers) to align their products and services for their customers based on the relevant strategies and action plans.
- CCAM and beyond service providers personnel (e.g., transport and mobility services, city authorities, infrastructure providers and managers) where they can draw inspiration for their own strategies and action plans and align with the EU guidance.
- Project coordinators and project evaluators to prepare their submissions for new projects based on existing strategies and also to align existing projects.
- Short history of the section content, latest updates
Previous versions of this list were compiled under the CARTRE and ARCADE European projects. The current version has been expanded through several updates. Despite these efforts, the list remains non-exhaustive as new publications continue to emerge. - How to contribute in the section
